Meant to post this awhile ago. Refined version after a few rounds of testing at MCU.

Introduces some new mechanics, though the designer's notes and mechanics slides need to be carefully read through. This is less of a balanced scenario for fun and more of a PME designed scenario meant to spur discussion on the Taiwan problem set.
